Planning Policy
The planning system controls how land is used, what is built and where. Local and National public sector bodies are responsible for different aspects as follows (please note this is not a comprehensive list):
Mid Sussex District Council
The Mid Sussex Local Plan created by MSDC provides a District-wide framework for development up to 2006. This will be replaced in time with the Local Development Framework.
West Sussex County Council
The Structure Plan 2001 – 2016 for West Sussex is the keystone of the Statutory Development Plan for West Sussex. It provides the strategic context for decisions on the planning of land use and transport.
The Waste Local Plan Revised Deposit Draft 2004 is the land use planning strategy for waste and the basis of the control of waste development. In time this will be replaced by the Minerals and Waste Core Strategy which will provide a framework that meets the new planning guidelines and legislation.
West Sussex County Council is the highway authority for all public roads in the county excluding trunk roads and motorways. Its duties include developing transport policies; improving and maintaining highways; supporting public transport, walking and cycling; and contributing to road safety. The South Mid Sussex Area Transport Plan for 2006 – 2016 looks at all methods of travelling in the local area. It explores the issues surrounding these and shows what will be done in the future to make travelling easier and less polluting. All area transport plans are set in the context of the West Sussex Transport Plan and are developed through the work of the Highways and Transport Partnerships. Copies are available at www.westsussex.gov.uk.
South East England Regional Assembly (SEERA)
This body is responsible for regional planning, housing and transport. It prepares and delivers the South East Plan which sets a framework for the Mid Sussex District Council Local Development Framework.
Government Office for the South East (GOSE)
This office advises and acts for Government Ministers on important planning issues affecting the South East including the examination of the South East Plan.
Department of Communities and Local Government (DCLG)
This Government department is responsible for providing planning policy and guidance at a national level. The Local Planning Authority is required to take into account Planning Policy Guidance (PPGs) which is set down by the DCLG when considering individual planning applications.
